It is said that Japanese have become not to consume lately. Is that true?

According to the statistics, an average household income was at 7.13 million yen in 1997, and was at 5.83 million yen in 2012.
It had decreased by about twenty percent during the period.

Whereas, an average annual consumption volume per person was at 2.21 million yen in 2001 and was at 2.16 million yen in 2010.
Those figure show that the average consumption volume has been few changed.

In my opinion, people became to consume for social relationship, experience or memory rather than cars, electric appliances or luxury products.
